It’s taken a long time but the first residents moved into brand new homes on the 12th of May 2011 . The debate about whether to keep on repairing the ageing buildings or attempt a more substantial regeneration began as far back as 1999. After much consultation and negotiation, the first PDA with Berkley Homes was signed in 2006. Building began on the “old school site” in March 2009.
The first 33 homes for rent in “Reservoir Apartments” have been complete for some time now with services being tested and final decorations applied. The next block to complete is the 84 for rent in “Watersreach”. All units there are ready with just the communal areas being finalised.
The new Redmond Community Centre should be handed over at the end of May at the same time that the Watersreach Apartments are occupied. The New River path from the Castle to the new apartments was du
e to reopen on 13th May following extensive landscaping to make best use of the location and setting.
At 268 Green Lanes, construction is up to 3rd floor level on the rear block. The decant of Peak & Petherton has been completed and demolition begun. The occupation of the new health centre requires careful negotiation due to the planned abolition of PCTs.
Parkwood School
Parkwood, Hackney’s best primary school has consistently been short of space. A new classroom was finally commissioned by its governors which include Brian and Oli, last year. Construction is now complete and it should open later this month.
Kings CrescentEstate
The final round of demolition to the north-south part of Lemsford and the east-west axis of Weston began during the month.
The masterplan for the estate was consulted upon again with residents during the month. We received initial comments back from the GLA which were very supportive in principle but queried the proportion of social housing and mix of unit sizes.
Portland Rise’s new playground is now being used after a rebuild. The issue of the unfinished water features continues, with the Learning Trust putting out their latest plans for consultation. Residents are sceptical and we are pushing for a more imaginative design solution.
St Johns Court Estate
We have lobbied hard and have finally been successful, in ensuring the tower block at St Johns was prioritised in this years Decent Homes programme.
Arsenal Tavern
The Arsenal Tavern began trading as a hostel upstairs last summer without planning permission. The noise and other nuisance from it disturbed other local residents, and we supported them arguing that permission be refused and enforcement begun. However last month the Planning Inspectorate overturned the council’s decision and gave them permission to operate. We will encourage residents to continue to monitor any disturbance caused, and report it to our noise pollution or other teams.
Policing and community safety
At this month's police/community meeting, our local safer neighbourhoods team (SNT) reported ongoing action in the following areas:
o On
Blackstock Road“Operation Catalina”, a joint operation with Highbury West, designed to patrol outside problem addresses. Another warrant was recently executed on a café dealing in stolen goods. “RESPECT” posters outlining acceptable behaviour on the street, should be on display in shops shortly.

o Vice - the SNT will be conducting two night shifts in May to help tackle the problem. With the summer months quickly approaching, an operation has been planned for June whereby the SNT will work a week of nights.
o Youth engagement - Initial meeting held in regards to “Trading Places”, an event where young people/residents get the chance to swap places with the police and discuss their role. New dates to hold this are being discussed.
o ASB around Finsbury Park , and squatting in

Parkside Youth Centre
Our previous aim had been to provide a new youth centre on the St Olave’s Church Hall site. However since this no longer seems likely any time soon, officers in Education propose £400k on refurbishing Parkside instead. The planned works run from October this year to April 2012.
We are pushing to make sure the management of the centre is tight (as there have been problems in the past); there is a clear marketing plan to ensure residents know about the investment and that other local organisations, like the Manor House Development Trust are able to use the space.
Alexandra National site
Building to provide new housing at Alexandra National has finally started, with developers Lovells, having erected facilities for their workers on
Gloucester Drive. The construction of the social housing properties should be complete in March 2012, and the private sale ones finished by July 2012.
